<b>LEO V. MARSHALL</b>
LEO V. MARSHALL - Chairman
Mr. Marshall is an original incorporator of BuildRI and its only Chairman. He is the president of J.L. Marshall & Sons, Inc., a position he has held since he purchased the company from family interests in 1976. After graduating from Nichols College, Mr. Marshall began his career at J.L. Marshall & Sons, Inc. in 1962 working as a field engineer. Over time, he became a superintendent and thereafter vice-president of the company, a position he held until he purchased the company in 1976 and became its president. Mr. Marshall is also actively involved in several other industry-affiliated organizations. Currently, he is a national director for the Rhode Island Chapter of the Associated General Contractors, Inc. and chairman of its Labor Division, on the Board of Directors for the Associated General Contractors of Massachusetts, and a trustee for the Operating Engineers Local No. 57 Unified Trust Fund and Ironworkers Local No. 37 Retirement Plan Fund. He is also past president of the Rhode Island Chapter of the Associated General Contractors, Inc., past member of the Nichols College Board of Trustees, past chairman of the Building Committee at Nichols College and is a past member of the Blackstone Valley Chamber of Commerce Board of Trustees

<b>MICHAEL SABITONI</b>
MICHAEL SABITONI - Vice-Chairman
Michael F. Sabitoni is a second-generation Laborer who began his career with the Laborers’ International Union of North America (LIUNA) when he joined Providence, Rhode Island’s Construction and General Laborers’ Local Union 271 in 1988. Soon after joining the ranks of the local, Mr. Sabitoni worked his way up to become a general foreman and steward while attending the Community College of Rhode Island and Bryant University at night.

In 1998, he joined the Laborers’ New England Region Organizing Fund working on grassroots organizing campaigns throughout the region. Two years later in 2000, Mr. Sabitoni became a Construction Marketing Representative for the LIUNA National LECET Fund where he tracked construction projects in the Northeast and solicited union contractors to bid on new projects.

In 2003, Mr. Sabitoni’s leadership skills and knowledge of the construction industry was recognized by Local Union 271’s Executive Board and he was appointed as Field Representative for Local Union 271. In 2005 Mr. Sabitoni was unanimously appointed by Local Union 271’s Executive Board to the position of Business Manager and was subsequently elected to that position in 2007. Under Mr. Sabitoni’s leadership, Local Union 271’s membership continues to expand and its market share numbers in the construction industry which are among the highest in the nation.

In 2007, Mr. Sabitoni’s tireless leadership and commitment to working families was recognized by his fellow union leaders throughout the state when he was elected President of the Rhode Island Building and Construction Trades Council, a position which he currently holds. Mr. Sabitoni also holds the position of Chairman of the Rhode Island Laborers’’ Pension Fund, the Rhode Island Laborers’ Health and Welfare Fund and the Rhode Island Laborers’ Annuity Fund. Along with those positions, he also serves as a Trustee on the New England Laborers’ Training Trust Fund, the New England Laborers’ Labor-Management Cooperation Trust and the New England Laborers’ Health and Safety Fund.

Mr. Sabitoni and his wife Joyce currently reside in Johnson, Rhode Island with their children Michael, Matthew and Cameron.



<b>DAVID PALMISCIANO</b>
DAVID PALMISCIANO - Secretary
Mr. Palmisciano is an original incorporator of BuildRI and serves as its’ Co – Treasurer. He is currently the New England Regional Council of Carpenter’s District Business Manager for Rhode Island and Connecticut and also serves as the RI Carpenters Local Union 94 President.

A member of Carpenters Local Union 94 since 1969, Mr. Palmisciano completed his apprenticeship and eventually worked as a foreman, assistant superintendent and general foreman for various companies throughout New England. He has held several elected positions within the Local starting with the position of business representative / organizer in February of 1991 and has been a full time employee of the Union since.

In July 1996 the Carpenters formed the New England Regional Council of Carpenters and Mr. Palmisciano was appointed to the Executive Board as a Trustee and continues to serve in that capacity.

In addition, Mr. Palmisciano serves as Chairman and Trustee to the RI Carpenters Pension and Annuity Funds as well as Co Chairman to its’ Health Fund. In the State of Connecticut, Mr. Palmisciano serves as a Trustee to the Carpenters Health, Pension and Annuity Funds.



<b>DONATO BIANCO</b>
DONATO BIANCO - Committee Member
Mr. Bianco is currently an International Representative for LIUNA - The Laborers' International Union of North America, Washington, DC/Providence, RI and also serves as Secretary-Treasurer for Construction and General Laborers' Local Union 271, Providence, RI, where he has been a member since 1990.

He graduated from Providence College in 1993 with a degree in social science and also attended the Trade Union Program at Harvard University.

Mr. Bianco serves on various committees such as, Board of Directors, Boys and Girls Clubs of Providence, Trustee, Rhode Island Laborers’ Joint Apprenticeship Committee, Trustee, New England Laborers’ Health and Safety Fund, Trustee, New England Laborers’ Training Trust Fund, Trustee, Rhode Island Laborers’ Pension Fund and is Chairman, Rhode Island Laborers’ Legal Services Fund.

He is also active in the local community. He volunteers for the Camden Avenue School, Big Brothers of Providence College, Varsity Captains Club of Providence College, Varsity Lacrosse Coach/Wheeler School and Varsity Basketball Coach/Wheeler School

TIM BYRNE - Committee Member
 



JAMES L. CARR JR. - Committee Member
Mr. Carr is an original incorporator of BuildRI.

He graduated from the Worcester Polytechnic Institute in 1974 with a degree in civil engineering, and also entered the Chi Epsilon Honor Society. After graduation he immediately went to work at H. Carr & Sons, Inc. as a company engineer. He thereafter became an estimator, project manager, vice-president and is now company president, a position he has held for the last ten years.

Mr. Carr is also active in the local community. He is on the board of directors of the Women & Infants’ Hospital Development Foundation, for the past eight years he has been on the WPI Alumni Fund Board, and he was also the university’s twenty-five year reunion celebration chair.

<b>DAVID RAMPONE</b>
DAVID RAMPONE - Committee Member
Mr. Rampone is the President of Hart Engineering Corporation, a self-performing general and process mechanical contracting company specializing in the water and wastewater treatment, biotech, pharmaceutical and power generation industries.

He graduated from Boston University with a Bachelor of Science Degree in 1978. That same year, Mr. Rampone joined Hart as a project manager. In 1984, he was named Vice President of General Construction Operations. In April of 1992, he was named Executive Vice President, and became President in 1994.

In addition to overseeing the day-to-day management of Hart, Mr. Rampone is Vice Chairman of the RI State Apprentice Council, Management Trustee of the RI Carpenters Union Fund, UA Local 51 Pension Fund and LIUNA Tri-Funds, an AGC National Life Director, President of the RI AGC, Member of the AGC National Union Contractors Committee and a Miriam Hospital Foundation Trustee.

The partnership’s executive director and general counsel is Gregory Mancini and its executive assistant is Tina Peterson.  They are responsible for the organization’s direct day-to-day operations.
