Public Sector Project Labor Agreements: An Objective Review

Recently, the Associated General Contractors (AGC) commissioned and published a paper by its own law firm, entitled "A Detailed Policy & Legal Analysis of Public Owner Project Labor Agreements." That paper is misleading in so many respects that many, who are not familiar with the issues involved, will take it seriously. Moreover, it has been widely circulated, and its biased approach may cause some to lose sight of the fact that the United States Supreme Court unanimously decided that public sector owners have the same right as private sector employers to establish the labor relations policies for the construction of their projects.
